Patrick Irvine
Executive Director Patrick Irvine served 8 years in the Air Force where he helped develop and implement numerous new training initiatives and safety modifications. Once he finished his enlistment he went to work for the State of Florida where he built and overhauled a number of the programs used by the Central Pharmacy. He also created the operations quality check component, and started up the lean six sigma initiatives for the General Tax Administration. He then opened his own business as a business process engineer with the sole focus of helping the black business owner. Patrick has also spent time working with the founder Urban Intellectuals developing and implementing new UI Initiatives. Currently in addition to running Pacts, he serves as the co-host of the Freedom Train, an international podcast series that gives a platform to the movers and shakers in the community.

Erica Tolbert
Capital Acquisitions Officer Erica Tolbert Served in the United States Navy as a Cryptologist for 11 years. After ending her military career, she received her Associates in Arts at Southwestern Illinois College (SWIC), then received a Bachelors of Science in Criminal Justice. While at SWIC she was the President of the Democrat Party. As President, Erica helped over 100 students register to vote. She has volunteered hundreds of hours at her local homeless shelter, Special Olympics, and several elementary schools. She is a contributor to “On the Air with Kaydee Barnett and Friends,” “Real Talk with Jalal,” and “Bridging the Gap” She also freelance writes for Urban Intellectuals. She now works at the Department of Veteran Affairs. Erica is currently the Chief Acquisitions Officer for PACTS Incs. Some of her duties includes: membership drives, grant writing, and fundraising.

PACTS Teams
Accounting Team
This team is responsible for preparing financial reports, making financial assessments and analysis, performing audits, and ensuring the organization remains in the black. Largely this team ensures that money spent is money that is present and that no money goes missing. |
Acquisitions Team
This team is responsible for approving, tracking, and providing all needs for the organization in reference to both reoccurring and special needs. This team’s purpose is to simplify the purchasing process for the entire organization while providing oversight and assistance for the Accounting Team. |
Business Development Team
The Business Development Team is responsible for the development of businesses in the business membership program. This department helps with business plans, strategic plans, and any other advice or services that might be needed. |
Chapter Development Team
The Chapter Development Team is responsible for the establishment, maintenance, and development of the PACTS Chapters all over the nation. The different chapters have the primary purpose of developing the communities that exist within their sectors so chapter development also means community development. |
Design & Quality Team
This team is responsible for the website and the quality of both the visuals and the operation. All internet and web applications fall under the scope of this team. |
Education Team
The Education Team is responsible for developing academic curricula in sections or in entirety. This team is also responsible for the development of seminars and workshops centered primarily on information and intellectual skills and development. |
Fundraising Team
The Fundraising Team is responsible for raising funds in traditional and non-traditional non-profit ways. This team is filled with creative and innovative individuals that can come up with new ways to gain funds while getting people excited about PACTS. |
Grant Team
The Grant Writers are responsible for finding and applying for any grants that might be available for PACTS and that fit with the PACTS framework. |
Human Resource Team
Human Resources is responsible for all things surround our greatest resource, the human capital. Ultimately responsible for pay, awards, statistics, staff training, discipline, hiring and terminations. |
Information Technology Team
This team is responsible for the storage and transmission of data into and through modern technology. Computers, telephones, television, web servers, help desk, and other technology support services are provided by this team. |
Legal Team
The Legal Team is responsible for ensuring that the organization is in compliance with all laws and statutes in every area. This team may also be called on to provide limited advice to membership businesses and persons as well as creating educational tools for the general population. |
Membership Teams
The Membership Teams compose of both the Personal Membership Team and the Business Membership Team. The Individual Membership Team is responsible for growing the Individual Membership base, the Business Membership Team is responsible for growing the Business Membership base. |
Research Team
This team is responsible for the acquisition of new information as well as analyzing and quality checking current information. This team’s primary focus in research is to help explain different facets of the black experience. |
Risk Assessment
This team is responsible for gathering and analyzing data about the organizations current environment. They will make predictions based on information available as well as assist in the assessment current and potential risk in the political, social, economic, or educational landscapes for Black Americans. |
Training Team
This team is responsible for developing and teaching programs that involve hard skills. Trade workshops as well as seminars and other skill building events for hard skilled hands on professionals and apprentices are all under this team. |
